In addition to the tools and techniques available, project risk management also depends on the attitudes of people in an organisation, how the available tools are used, and how the procedures are followed. Therefore, efforts to improve the project risk management capacity of organisations may fail if the diversity of people (characters, traits etc.) involved is neglected. Based on this argument, the aim of this study is to demonstrate that companies can improve project risk management using the perspectives of their key experts. In this context, an approach was proposed based on Q-Methodology and a case study has been conducted in a construction company in the Netherlands. The quantitative output obtained through Q-Methodology application was evaluated in conjunction with the qualitative data gathered from interviews conducted with the managers of different units within the company. As a result of this evaluation, three common perspectives were identified among the respondents under the names of ‘Experience and Belief’, ‘Procedures and Management’ and ‘Culture and Communication’, respectively. Then, a number of recommendations were made to the company. First, customized management approaches that integrate and balance the identified perspectives should be adopted. Second, a mature organisational risk management culture should be promoted. Project charters that specifically target risk management culture in projects can be used for this purpose. Third, risk management should be integrated into other activities, making it a normal part of employees’ daily work. Finally, but not exclusively, the employees should be instructed on the use of risk registers and guidance should be put in place on how often they are expected to update the risk registers. This study demonstrates the benefit of considering employee diversity and leveraging perspectives in unlocking the potential of construction companies in terms of project risk management.@en

In dit artikel trekken wij lessen uit de opzet en contractuele en relationele sturing van een integrale gebiedstransformatie. We onderzochten of en hoe er bij de aanpak van een dergelijke grote maatschappelijke uitdaging (‘grand challenge’) in de gebouwde omgeving rekening gehouden wordt met complexiteit en onzekerheid. Ons onderzoek toont het belang aan van een integrale programmatische aanpak, waarin verschillende beleidsvraagstukken, actoren en middelen worden samengebracht om gemeenschappelijke doelstellingen te behalen. Om meer waardecreatie te realiseren moet de aanpak de complexiteit van de opgave onderkennen. Daarvoor zijn gezamenlijke visievorming tussen partners, aandacht voor verschillende waarden en belangen, en overkoepelende sturing op deelinspanningen noodzakelijk. Onder financiële druk kan gemakkelijk de behoefte ontstaan om complexiteit te reduceren, en meer controle en beheersing te introduceren door te focussen op individuele deelprojecten via strikt contractuele sturing. Dat dient echter het gezamenlijke doel niet. Naast contractuele sturing is voor succes relationele flexibiliteit nodig om onzekere omstandigheden in de toekomst het hoofd te kunnen bieden. Early project phases are crucial for the chance of project success, yet uncertainties stemming from the dynamic context of projects are difficult to manage in a pure waterfall approach. Marian Bosch-Rekveldt, Hans Bakker and Marcel Hertogh explore how the feasibility and planning phases could benefit from a more flexible approach, specifically focusing on interaction, collaboration and adopting a change mindset. The real-life example of the complex Zuidasdok project illustrates that uncertainties are part of the project manager’s job and these uncertainties have to be dealt with rather than reduced. This implies additional requirements for individual and team competencies. In addition to affinity with the content and more flexible project management tools, collaborative skills are becoming more and more crucial as ‘People are Key’. These skills create a pole position for the later stages of the project and allow us to act upon any changes in the context.@en

Flood defences are in practice often multi-used, multi-managed and multi-financed. Flood defence asset management contains technical, organizational and spatial complex issues involving multiple organizations. In the literature, little attention has been given to the conditions for successful cooperation between organizations in flood defence asset management. This paper elaborates on this aspect of mature asset management from a practical point of view. Although the importance of a fit-for-purpose cooperation seems trivial, practice shows that the shape of cooperation is often the coincidental result of implicit or ad-hoc choices and is not deliberately designed. This paper reports on empirical data gathered in a case consisting of five different situations related to collaboration in flood defence management. The management context consists of three main tasks: performance assessment, reinforcement and daily management, and three decision levels: strategic, tactical and operational, resulting in nine different management environments and related interfaces. For effectively achieving desired outcomes, the shape of cooperation has to be explicitly chosen dependent on the complexity of content and organizational context, and relevant external circumstances: situational cooperation.

Flood defences are often situated in public spaces and are mostly multi-functional, multi-financed and multi-managed. Cooperation in flood defence asset management is important because roles and responsibilities are fragmented within and between organisations. This complex context calls for mutual understanding from responsible role-holders. Research has shown that serious games are instrumental to reflect situations in which technical and social complexity both play a role. Serious games motivate participants to learn and to change the way they learn. This paper presents the development, application, and results of a serious game ‘Dike Dilemmas Under Pressure' that aims to create better mutual understanding between actors in flood defence asset management. The game was played with 67 professionals that fulfil a diversity of roles related to flood defence asset management in the Netherlands. The analysis of the results in this paper clearly shows different preferred cooperative attitudes between different groups of role-holders and indicates potential misperceptions. The game participants were enthusiastic about the insights gained. They indicated that it helped them to recognise the broad variety of asset management dilemmas and become aware of their own cooperative attitudes and those of their colleagues towards dealing with these dilemmas. Future application of the game is recommended to monitor the cooperative attitudes of professionals in flood defence and to support the development of teams.

Project management is known for its tools and techniques that are used to plan and deliver projects in a controlled context. Megaprojects don't always fit well into this paradigm due to their size, complexity and longevity. Megaprojects often start without precisely defined goals and without a detailed knowledge of how the project will progress or the outcomes will be delivered. We examine the requirements for governance of megaprojects by reviewing the literature and reflecting on practice. We use the analytical model of where, how and what to illustrate different units of analysis (i.e., context, governance and goals) in megaprojects in three countries and to illustrate how goals and governance move. Building upon the governance and performance management literature, the paper contributes to the understanding of moving goals and governance for ensuring performance. We propose a framework for diagnosing goals and we list six systemic errors that result in a misfit.

In today’s construction projects, which are getting more complex as a consequence of especially technical, organizational, and external aspects, complexities are considered a major source of risks. Moreover, risks may turn to complexity-creating elements and propagate additional risks through a bidirectional interaction. Complex construction projects, typically large-scale dynamic endeavors, require the realization of a high number of interdependent tasks through the consumption of various resources such as time, money, labor, and materials. In such projects, while complexities are usually assumed to be given or embedded, due to the subjective and dynamic characteristics of complexities, a tailored approach is required in order to manage them holistically without ignoring their interactions with risks. In this context, the aim of this study is to propose a practical approach that could be utilized to incorporate project complexities in the risk assessment of complex construction projects. The proposed approach entails the integrated usage of risk registers, risk breakdown structures, and complexity-incorporated risk-influence diagrams along with the utilization of a previously developed complexity assessment framework. The underlying basic assumption was that the complexities could directly or indirectly trigger risks, while the risks in turn affect the project objectives. The implementation of the approach in the case of an airport expansion construction project showed that linking the risks to project objectives starting from complexities based on this assumption is possible. In this way, it was shown that multidimensional cause-effect relationships between the complexities and risks, among the risks themselves, and the impact of this interaction on project objectives could be detected and diagrammatically evaluated. Furthermore, it was observed that incorporating complexities in the earlier stages of a project would lead to improvement in the assessment of risks. Considering the results of the case study, the proposed approach has the potential to contribute to improved risk management.@en

Collaboration can bring multiple benefits to projects. Real collaboration appears, however, complex to implement. So far, there is no scientific agreement on the importance of the formal and relational (behavioural) sides of project collaboration. Through a qualitative study of two collaborating teams in large engineering and construction projects we uncover the roles of these two sides of collaboration and analyse their interplay. We find that relational and formal aspects of collaboration are complementary, yet each has a distinct role. The formal integrative mechanisms provide an arena for relational norms to be established, and for collaborative behaviours to be practiced and implemented. Relational norms transform traditional project management activities into collaborative, integrative ones. We advance theory of collaboration by offering a holistic and at the same time fine-grained view on it, and stress that project teams need to pay equal attention to both formal and relational sides for collaboration to succeed.

Purpose: The purpose of this paper is to investigate the Last-Planner-System’s impact on project cultures in terms of partnering. Design/methodology/approach: A case study was performed using multiple data gathering approaches. The project cultures of three projects not applying the Last-Planner-System were compared with three projects that apply the Last-Planner-System. In total, 30 participants were involved in the study. Semi-structured interviews were held and analysed by applying qualitative content analysis. Also, the “organizational culture assessment instrument”, which belongs to the “competing values framework”, was used by means of an online survey. Findings: The Last-Planner-System leads to increased levels of mutual understanding and control about the tasks and issues of the other parties. This detailed overview leads towards a more distinguished evaluation of the trustworthiness of individuals. This does not necessarily lead to a partnering project culture. Originality/value: The contribution to research is that higher levels of transparency and mutual understanding do not necessarily lead to a high level of trust. Rather, transparency could be seen as a controlling mechanism that leads to better-founded estimations about the trustworthiness of others in the project.

This paper presents the findings from a study of the breakdown of project success criteria. An exploration of the evolution of studies on the success of engineering projects over decades was the basis for a project success definition proposal. Using a comprehensive literature review of success criteria for engineering projects, a list of 133 different success criteria was identified. Those criteria were analyzed to develop an integrated framework of project success criteria, describing its hierarchical decomposition. Such a breakdown structure could serve as a starting point when setting project success criteria for a specific project, because the importance of criteria will be context dependent. Practitioners or stakeholders could discuss and tailor it based on specific features of engineering projects or specific needs and interests. Generally, criteria have evolved from simple work-related factors to focusing more on the complex benefits of the projects. Such an evolving success definition has implications for further studies of project success and might contribute toward a long-term vision in which all projects will be delivered successfully.

Project-focused structures in infrastructure endeavors involve the execution of simultaneous efforts with shared resources. This research highlights to what end such organizational structure is complex to manage. The study focuses on project governance structures' impact over project-oriented organizations, particularly by exploring the ineffective co-operation/interaction between project(s) and the program. The paper is based on a single case study carried out at a Railway Infrastructure Companies' programs located in Northern Europe, involving two embedded projects. From the study, it becomes possible to understand the relevance of the governance approaches in projects and programs. Heeding recent calls for more studies on the relationship between projects and institutions, this paper reports on a collaborative case study to shed light on the recursive relations of large-scale projects and their institutional fields. Given the industry as the field-level institution, this study explores how two project organizations experienced the industry changes, its influence on the arrangement of large-scale projects, and the management response used to legitimize these arrangements. The qualitative secondary data analysis of two High-Speed rail projects in Spain and The Netherlands is based on semi-structured interviews, observations, and document analysis. This paper provides the institutional fields’ contextual detail and deepens our understanding of temporal institutional complexity that bound large-scale project arrangements. The findings suggest that in both cases the management responses altered across time and evolved depending on the salience of the institutional pressure, through the interplay with 1) regulative, 2) normative, and 3) dynamic cultural-cognitive forces, resulting in cycles of project legitimacy.@en

Scheduling of a construction project using an activity network can be done using the Critical Path Method (CPM). CPM scheduling, since it was first developed in the USA in 1950’s, has been widely applied in various sectors including the construction sector. CPM, however, is incapable of reflecting the influence of uncertainty on schedules and modelling the stochastic character of projects’ real-life conditions. In order to achieve success in complex, uncertain, and dynamic conditions, today’s construction projects do show a need for methods that are more flexible from a managerial point of view. Therefore, this study investigates the expansion of managerial flexibilities of CPM scheduling in case it would be integrated with Monte Carlo Simulation (MCS) through a schedule risk analysis method called the Correlated Schedule Risk Analysis Model (CSRAM). For this purpose, firstly, the subject is discussed conceptually, and next an example application on a project is introduced to illustrate the potential of CSRAM in terms of flexibility. The flexibilities have been investigated at three levels, i.e. activity, path and project level. The results have revealed that it seems possible to expand the managerial flexibilities inherently present in CPM, in case risk analysis capability is incorporated. However, the level of expansion of managerial flexibilities could change in adverse or favourable direction depending on various factors such as the project phase, project size, project conditions, contract terms, and stakeholder requirements. These factors could be subject of further research. Other scheduling methods used in construction projects such as the Critical Chain Method, Line of Balance and Linear Scheduling Method could be investigated in the same manner to go one step further on the way towards more flexible project management in construction from the scheduling viewpoint. @en

This study investigates the factors affecting the integration of sustainability into the project management of infrastructure projects, specifically highway projects during early phases. The research was drawn upon previous studies in order to develop a sustainability framework for measuring the project success in three aspects of sustainability: People, Planet, and Prosperity (triple bottom line). Next, Critical Success Factor (CSF) framework in the construction sector was extracted through a comprehensive literature review. A qualitative cross-case analysis was conducted on three sustainability-oriented highways projects in the Netherlands. Data were collected through document review and twelve in-depth interviews with different roles of Integrated Project Management (IPM) model. The findings suggest that each IPM role is inclined towards specific sustainability dimension which affects the application of sustainability CSFs. The results reveal that among the sixteen identified CSFs promoting the integration of sustainability, following factors were acknowledged by all the IPM roles: awareness of project external factors, clearly defined scope, clearly defined goals/ambitions. Further, the paper conceptualizes a model for integrating key roles involved in the project management of infrastructure projects. The model is based on the triple bottom line of sustainability bringing all the roles involved in the project management of infrastructure projects together.@en

Increased project complexity, project dynamics and changes in clients’ requirements are a few examples that suggest the necessity for flexibility in project management in order to deliver successful projects. Despite the fact that literature suggests adding flexibility to project management, there is no existing framework that provides a practical method for adding flexibility into the practice of project management in the construction industry. Therefore, this research is aimed at proposing a practical framework that helps practitioners in embedding project management flexibility into their project management practice. The research question is as follows: how to embed flexibility in the practice of project management in the early project phases? To answer the research question, four sub-questions have been formulated, which have been separately researched. The main question is answered by proposing a flexibility framework. This framework comprises four stages: understanding the current situation, practitioners’ perspectives on flexible project management, choosing enablers to become flexible and applying selected enablers to improve project performance. The framework is validated using the examples given by practitioners from 24 cases. Considering the movements towards flexibility and adaptability concepts, this research fills the gap in literature by providing a practical framework for project management flexibility. Moreover, it provides a step-by-step guideline for practitioners to embed flexibility in practice.

The current literature discusses the methods to estimate the costs and cost contingency. The literature also distinguishes "known unknowns" and "unknown unknowns" contingencies. Little is written, however, about the evolvement of total project cost estimates during the preconstruction phase of construction projects. Moreover, not many studies are investigating the "known unknowns" and "unknown unknowns" contingencies in real construction projects. Practice expressed the need for getting more insight into the development of the estimated costs of the projects in the preconstruction phase. This paper, therefore, discusses the estimate of the total project costs (and cost contingency) in the preconstruction phases of 29 Dutch flood defense projects using a case study approach. Altogether, the projects have experienced an 11.51% increase in the estimated costs compared to the initial estimates, which is low compared to previous studies. This increase in the cost estimates of the flood defense projects can be explained by "technical" reasons. The investigation of "known unknowns" and "unknown unknowns" contingencies shows that the percentage of the "unknown unknowns" contingency has increased in the preconstruction phase while a reduction was expected. This increase suggests that the projects were not confident about their estimates and the increase can be explained by a lack of experience, organizations' culture, or the phenomenon of "pessimistic bias." Practitioners can avoid "pessimistic bias" behavior by asking for opinions about their estimates and using historical project data. Further research is suggested into realized cost contingency after project execution.
