Indonesia has large renewable energy resources that are not always located in regions where they are needed. Sub-sea power transmission cables, or island links, could connect Indonesia's high-demand islands, like Java, to large-resource islands. However, the role of island links in Indonesia's energy transition has been explored in a limited fashion. Considering Indonesia's current fossil fuel dependency, this is a critical knowledge gap. Here we assess the role of island links in Indonesia's full power sector decarbonisation via energy system optimisation modelling and an extensive scenario and sensitivity analysis. We find that island links could be crucial by providing access to the most cost-effective resources across the country, like onshore photovoltaics (PV) and hydropower from Kalimantan and geothermal from Sumatera. In 2050, 43 GW of inter-island transmission lines enable 410 GWp of PV providing half of total generation, coupled with 100 GW of storage, at levelised system costs of 60 US$(2021)/MWh. Without island links, Java could still be supplied locally, but at 15% higher costs due to larger offshore floating PV and storage capacity requirements. Regardless of the degree of interconnection, biomass, large hydro, and geothermal remain important dispatchable generators with at least 62 GW and 23% of total generation throughout all tested scenarios. Full decarbonisation by 2040 mitigates an additional 464 MtCO2e compared to decarbonisation by 2050, but poses more challenges for renewables upscaling and fossil capacity retirement.@en

Generating hydrogen from renewable energy sources is widely recognized as an effective strategy for addressing critical challenges in the energy sector while contributing to the reduction of greenhouse gas emissions. This study aims to assess the wind energy potential for electricity and hydrogen production in five locations on Sumba Island using 10 years (2011–2020) of data from the NASA's POWER Project. A wind variability assessment was performed on five wind turbines ranging from 500 kW to 1.5 MW and using electrolysis technology. The results indicated a hydrogen production potential of 25–57 tons per year. Economic analysis of hydrogen production for Haharu reveals an attractive internal rate of return (IRR) of 43% with a payback period (PBP) of 2.25 years and a net present value (NPV) of 1.3 MM USD, the levelized cost of electricity (LCOE) of 0.0241 USD/kWh, and the levelized cost of Hydrogen (LCOH) of 1.01 USD/kg. Sensitivity analysis underscores the critical influence of investment and revenue on project profitability, highlighting their substantial impact on determining a project's success or failure. These findings emphasize the potential of Sumba Island as a hub for sustainable energy production to meet the growing demand for clean and renewable energy sources.

As archipelagic countries, Japan and Indonesia's electricity transmission and distribution infrastructures are island-specific. They have limited network areas and face similar risks caused by climate change. Energy conservation through technical approaches to improve energy efficiency is effective in combating climate change and generates more significant economic benefits. This study examines the strategies demonstrated by Japan to improve its energy efficiency and identifies the potential of adopting those strategies in Indonesia. This research includes an in-depth literature review and benchmarking approaches to the two countries' mitigation strategies. The study found that the Japanese approaches, such as the prioritization of strict regulations, extensive use of innovative technology, and solid industrial collaboration, can be adopted to improve energy efficiency in Indonesia. We also identified several obstacles to adopting those approaches in Indonesia, such as policy inconsistencies, limited financial incentives, and fragmented governance. Adopting the Japanese approaches in Indonesia needs clear energy labeling, more integrated energy management in large industries, appropriate electricity pricing, and efficient energy service company (ESCO) schemes.@en

Indonesia has committed to achieving net zero emissions by 2060, with emphasis on the electricity sector eliminating harmful gas emissions by that year. Using the Balmorel energy model, this study simulated the impact of the target on optimal capacity expansion, electricity production mix, emissions, and electricity supply costs across 230 grid systems. The results indicate the substantial benefits of integrating solar photovoltaics (PV) and Battery Energy Storage Systems (BESS). Solar energy sees a remarkable capacity increase, reaching 288.7 GWp by 2060. Other renewable sources, including hydro and wind energies, also exhibited significant growth, increasing from 6.2 GW and 130 MW in 2030 to 29.4 GW and 22.5 GW, respectively, by 2060. Intermittent renewables’ growth necessitates a rise in BESS capacity from 1 MW in 2022 to 73.4 GW by 2060. The study also underscores to replace phased-out coal-fired power plants with nuclear power by 2060. The study concludes with policy implications arising from these findings.

Burdened by oil imports and subsidies for more than 5000 diesel power plants, Indonesia aims to use crude palm oil (CPO) as fuel in the power plants. Previous studies only focused on the technical feasibility of using CPO. Therefore, this study aimed to enrich the existing literature by analyzing the technical feasibility of using CPO, degummed CPO, and bleached palm oil (BPO) fuels on endurance test for 500 operational hours with a 20 kW diesel engine capacity for each type of fuels. Our analysis included component rating and the measurement of specific fuel consumption, emissions, oil dilution, and deposit materials. The assessment concluded that diesel engines using CPO, BPO, and degummed CPO increased specific fuel consumption, deposit formation, and emissions of carbon monoxide and carbon dioxide compared to engines using a 30% FAME blend in HSD or Biodiesel 30. This implies that CPO, BPO, and degummed CPO could be used in diesel engines, though fuel consumption and maintenance costs tend to increase. Based on the test results, we provided an efficient CPO supply chain from CPO mills to diesel power plants.@en

The vision of achieving Net Zero Emissions introduces a sense of uncertainty within the oil and gas industry. Several studies have reviewed the potential contributions of the oil and gas industry to the NZE vision. However, these studies have overlooked the intricate dynamics between the oil and gas sector and its counterparts, specifically the biofuel and electric vehicle industries. Our research seeks to fill this gap by conducting a thorough review of energy policies governing transportation sector energy provision with Indonesia as a case study. The initial phase of our analysis entails assessing the continued relevance of the current oil supply targets outlined in the National Energy General Plan considering prevailing conditions. In the second stage, we engaged in purposeful discussions with a diverse array of key stakeholders to gain a nuanced understanding of the intricate dynamics inherent in energy policies. We found a consistent decline in crude oil imports since 2016, culminating in actual oil imports in 2020 that were only 40% of the anticipated imports outlined in the RUEN targets. Production from the Cepu block surpassed expectations, leading to the actual oil production from 2016 to 2020 exceeding the targets outlined in the RUEN. Indonesia also has consistently redirected its emphasis on oil exports to contribute to economic development capital. The State-owned Oil and Gas Company acquired crude oil from 80% of the 43 contractors in 2020 and distributed it within domestic markets. The escalating domestic crude oil supply, stemming from heightened oil production and constraints on oil exports, underscores the imperative for additional oil refinery capacity. In addition, Indonesia has implemented programs to develop biofuels and electric vehicles. Implementing these measures is crucial for adapting to shifts in the energy landscape and ensuring the sustainability and security of the energy supply for the transportation sector.

A long-term electricity demand forecasting on the West Kalimantan electricity system using the Simple-E program (from Japan) has been researched, with the study period of 2021 - 2050. Projection of electricity demand growth is conducted by using 3 scenarios, namely: Basic Scenario (Business as Usual (BaU)) where this scenario uses the econometric regression analysis methods; Industrialization Scenario where this scenario uses Basic Scenario (BaU) with added in the plan for the development of industries in West Kalimantan; and Prosperity Scenario where it takes into account the electricity consumption targets per capita in National Energy Policy (Kebijakan Energi Nasional, KEN). The result of the Basic Scenario for electricity demand projection in 2021 is predicted to reach around 3.02 TWh and projected to increase to reach around 15 TWh in 2050. Meanwhile, under Industrialization Scenario, the Basic Scenario (BaU) projection results are injected or added with the electricity demand from industrial and business sectors planned to be developed in West Kalimantan. The projection of electricity demand based on the Industrialization Scenario in 2021 is predicted to reach around 3.02 TWh and projected to increase to reach around 18.7 TWh in 2050. The Prosperity Scenario considers the electricity consumption targets per capita stated in the Energy National Policy (KEN). KEN mandates the electricity consumption per capita for Indonesia of 2,500 kWh/capita in 2025 and 7,000 kWh/capita in 2050. Based on this consideration, the Prosperity Scenario projection of electrical energy demand shows that it rises from initially at around 3.86 TWh in 2021 to reach around 30.1 TWh in 2050. Based on that three scenarios, the projection of electrical energy demand using the Prosperity Scenario is higher than the BaU and Industrialization scenarios. Using the Prosperity Scenario, electrical energy demand in 2050 also reaches twice based on BaU Scenario. This result is due to considering the electricity consumption target per capita, which is relatively high following the target in KEN. Under Industrialization Scenario, the injection of electrical energy demand in the industrial sector causes a jump in electrical energy demand in 2025, exceeding the Prosperity Scenario caused by the presence of some industrial zones targeted to start operation in that year.@en

Assessing the progress of lectures ensures the involvement of lectures in the exercise of science dissemination by research, education, and community service. That job affects the performance of lecturers at universities throughout the country. The performance of lecturers is evaluated regularly because of the vast number of evaluation attributes. Manual assessment can take time and cannot be carried out. In the evaluation of lecturer's outcomes, a decision support model is needed to facilitate decision making. This study applies the preference ranking organization method for enrichment assessment (PROMETHEE) as a decision model in Multi-Criteria Decision Making (MCDM) and Geometric Analysis for Interactive Aid (GAIA) as a geometric analysis in determining lecturer performance. This analysis resulted in the maximal value of an alternative of 2 with Phi 0.2333, followed by 1 and 3 alternatives. These results suggest that alternative 2 is the best way to assess the performance of lecturers as the main indicator. Alternative 3 is the least recommendable alternative because of its lowest precision on the basis of visualization results. @en

In 2019, Indonesia has installed about 2.13 GW of geothermal and made it the second largest country utilizing geothermal. However, the capacity is less than 10% of the total potential and far from the target of 9.3 GW in 2030. A challenge in geothermal development is the environmental issue where more than 50% of the potential is located in conservation and protected forests. Recently, a regulation has been issued allowing geothermal development in those areas. A study to design a model of the forest area management for geothermal development was carried out in the Mount Ciremai National Park by identifying inventorying and evaluating the changes in forest zone utilization. There are three approaches applied in the study: ecology, social, and technical designs. The forest area management model was developed through stages, i.e., clustering of forest utilization and analysis of ecosystem, social activity, and area management alternatives. It is recommended that areas should be avoided are the core zone of the national park, nature preserve, areas that are indicated as important flora and fauna habitats, primary forests, and steeply sloped areas. It is about 1,369 Ha of the area that can be used for geothermal development.@en

The waste problem is a homework for all countries, especially high-populated developing countries like Indonesia. The country is predicted to be the fifth largest waste generating country, with most of its waste still going to the landfill. Our study aims to review policy challenges for Indonesia in implementing waste management measures, especially compared to some benchmark countries, which include Germany, Netherlands, and Denmark. These countries are considered as frontrunners in waste to energy implementation. Although several similar waste management policies in EU countries have been partially implemented in Indonesia, its implementation can still be improved. A full implementation requires several top-down and bottom-up approaches involving the participation of informal sectors and their associations. Indonesia should also identify other technologies than refuse-derived fuels to optimize waste usage for energy. @en

Most countries mitigate climate alter impacts by deploying renewable energy to decarbonize their energy system. One of the emerging renewable energy options is the integration of floating photovoltaic (FPV) and hydropower. The FPV has higher efficiency and helps to reduce evaporation and offset hydropower production during the dry season. Conversely, hydropower can overcome intermittent solar production due to its flexibility. Our study aims to estimate the energy potentials from FPV plants and hydropower integrations in Indonesia. As result, the country has 5,807 potential reservoirs for FPV and 26 hydropower plants with a reservoir area with a potential utilization of more than 1 MW. Those sites are suitable for 3 GW floating power plants and 2.8 GW hydropower. And those sites can reduce CO2 emissions by 2,911,197 tonnes per year. @en

Indonesia was once one of the main players in incandescent lamp markets. However, Indonesian lighting manufacturers cannot compete with cheaper imported compacted fluorescent (CFL) and light-emitting diode (LED) lamps; consequently, their market share has significantly reduced. Furthermore, the absence of compulsory standard has led to an abundance of low-quality and low-cost lamps coming from foreign manufacturers. This study aims to propose policies to improve the market share of domestic lighting manufacturers. Data were collected through a survey and series of interviews and focus groups discussions. A causal loop diagram was then drawn based on insights from the primary data to propose systematically arranged policies. The results suggested five recommendations: disseminating local lamp brands through compulsory use in government institutions and state-owned enterprises, implementing MEPS, securing commitments from construction planners and contractors to use local lamps, mandating enforced permit for imported LED lamps, and investing in the LED chip industry. These policy recommendations are expected to increase the market share of local lighting manufacturers. @en

Several developing countries have attempted to reduce liquefied petroleum gas (LPG) imports and subsidies by shifting from the use of LPG to electric stoves. In Indonesia, the LPG subsidy reached US$ 4.9 billion and LPG imports increased to 6.3 million tonnes in 2021. Our study aims to analyse the feasibility of an induction cooker program in Indonesia to reduce LPG subsidies. Firstly, we calculated the energy equivalent factor of the induction cooker compared to the LPG cooker. Subsequently, we surveyed 1006 respondents with different electricity connection capacities regarding their monthly LPG consumption and perceptions of induction cookers. We found monthly electricity consumption for the induction cooker to be around 62 kWh to 235 kWh, depending on the customer group. Cooking with the induction cooker has a lower energy cost compared to cooking with the unsubsidised 12 kg LPG cylinder. However, for customers previously using the subsidised 3 kg LPG cylinder, the induction cooker program only reduces energy costs for cooking for the 450 VA customers. The LPG subsidy saving can compensate for the capital costs of switching to induction cooking within three years. Several policy recommendations are discussed based on these findings.@en

The government commits to reduce emissions in the energy sector by using new and renewable energy by targeting the development of geothermal power plants (GPP) of 7,241.5 MW in 2025. Approximately 58% of geothermal potential is in forest areas with a carbon absorption function. This study will calculate the potential loss of carbon stock and the economic valuation of the carbon sequestration function in forest areas. The location of study is Mount Ciremai National Park (MCNP). The study was conducted on 4022.37 hectares which will be used as the location of the initial study and geothermal exploration area. The potential area of GPP location is divided into: avoid area, minimize area, restore area, and utilization area, considering the land slope level and zoning. The potential carbon stock lost due to the entry of the GPP project in MCNP is 168,311.99 tons of CO2, or 17.95% of the total potential carbon stock in the study area. The economic valuation of carbon stocks using the economic value of carbon is Rp. 5,049,359,810.00. This value is the cost of externalities as compensation for carbon loss from land conversion activity. It should include as input to the economic analysis of geothermal project development.@en

Indonesia aims to decarbonize the energy sector by accelerating the use of new and renewable energy, expected to reach 31% of total energy supply in 2050. One of important tools to achieve the target is renewable energy potential maps including hydro energy potential maps. Yet, existing hydro energy potential maps have several weaknesses such as sites coordinate not on the river network. This study aims to update and to improve the run-off river system energy hydro maps by using a novel method considering multiple factors that are head values, discharge river, gravity, and the efficiency of the hydro system. In calculating the head value, we use DEM data from SRTM 1 arc second to estimate difference between upstream and downstream elevations. We also did Q90 modeling using WFLOW software as generate the discharge value. In the end, we verified the maps by using field measurement data in 776 sites from previous study. As a result, we estimate the total potential of hydro energy with the run-off river system in Indonesia reaches 94,627 MW distributed in 52,566 sites.@en

Energy demand growth in Asian countries is predicted to be the highest in the world. One of the drivers of energy demand growth is urbanization. Along with growing urban areas, public infrastructure, such as streetlights, is also expanding. Unfortunately, energy conservation measures in public facilities are commonly constrained by the budget limitations of local governments, while the potential participation of energy service companies (ESCO) requires regulation reformation settling the contradicting regulations. This study proposes several policy recommendations to modify existing guidelines for selecting ESCOs for the energy efficiency of streetlights in Indonesia that has the highest urbanization rate. Regulation review and several potential improvements for selecting ESCOs are provided. In 2017, the Ministry of Domestic Affairs released a Circular Letter to solve barriers to ESCO businesses in public sectors; however, the Circular Letter could be improved in several ways by eliminating the clauses on the holder of intellectual property rights, revising the valuation of economic benefit bidding, and increasing the maximum contract period. Moreover, we propose the use of smart street lighting technologies to improve the value-added services of streetlights and the establishment of a super ESCO to accelerate ESCO business activity in all economic sectors.@en

In 2020, Indonesia Government through the Ministerial Regulation of Energy and Mineral Resources No. 12 Year 2015 obligates the use of 30% biodiesel mixed diesel fuel (B30) for various sectors including the power generation sector. The obligation potentially affects the performance of oil-fired power plants (PLTD) and gas engine power plants (PLTMG) that are common power plant technologies used by the State-owned Electricity Company (PLN) in remote and disadvantaged areas. The objective of this study is to estimate effects of B30 usage on performance and emissions of PLTD and PLTMG. We compare performance and emission data of 3 (three) power plants before and after using B30. The results show that the uses of B30 increases spesific fuel consumption (SFC) by 0.009 L/kWh in PLTD and by 0.0071 L/kWh in PLTMG. The uses of B30 will reduce emissions of SO2, CO, and particulate matter, except NOx emission. @en

Smart cities offer an opportunity to households to use low-carbon electricity from rooftop solar photovoltaic (PV). The capacity of rooftop solar PV has been growing rapidly in a developed country, especially Australia that has a capacity of 8 GWp in 2018. Developing countries also have a similar aim. For an instance, Indonesia has encouraged the use of rooftop PV through the regulation of the Minister of Energy and Mineral Resources Number 49 of 2018 concerning the use of rooftop PV systems by consumers of the State-owned Electricity Company. To boost rooftop solar PV investments, Indonesia needs to adopt successful programs in developed countries, such as an application that can provide information on the benefits and costs of rooftop solar PV shortly and comprehensively. Our study aims to create an application, called the electronic survey, monitoring, and reporting of PV (e-SMART PV), application. Compared to other similar applications, e-SMART PV is able to inform the investment costs and potential for electricity production by considering the regulations in Indonesia that are different from developed countries. Moreover, e-SMART also has better economic analysis compared to existing similar applications.@en
