This paper provides insight into how the conceptualization of urban knowledge sharing has developed. Based on a structured review and categorization of the literature, we identify three forms of knowledge sharing in and between cities that are distinctly different: knowledge transfer, knowledge exchange, and knowledge co-creation. We find that the three forms have different boosts and barriers, whereby the complexities of knowledge sharing and hence the capacities required of the actors are lowest for knowledge transfer and highest for knowledge co-creation. We would therefore like to qualify the recent emphasis given in literature to co-creation; with its complexities and required capacities, it is not to be considered a panacea for solving all urban problems. We propose a model within which knowledge transfer and exchange are more suitable for less wicked problems and may sometimes fruitfully reduce complexities.

In their quest to create vital cities, West European city governments stimulate citizens to self-organize in citizens' initiatives. This trend it accompanied by conflicting scientific and governmental discourses: on the one hand, citizens' initiatives are praised for giving ‘power to the people’, on the other hand, citizens' initiatives are understood as mere ‘tools’ to roll-out government policies. By adopting a critical-constructive perspective, this study sets out to better understand the paradoxical attitudes of local governments toward the potential of CIs for stimulating urban vitality. We do so by uncovering patterns that explain the opening and closing of spaces for citizens to develop their initiatives. To this end, we conducted an in-depth case study into the relation between the local government and citizens initiatives in the energy transition in Rotterdam (the Netherlands). Our findings reveal that a configuration of different explanatory mechanisms leads to the ‘domestication’ of initiatives, which jeopardizes their unique transformative potential that can contribute to the vitality of cities.@en

This study identifies how the governance of the transition to sustainable agriculture in the Vietnamese Mekong Delta is constrained by a lack of leadership, coordination, and funding. The Vietnamese Mekong Delta region is an important agricultural region yet highly vulnerable to climate change. In 2017, the Government of Vietnam issued Resolution 120, which calls for a transition towards sustainable development and climate change resilient agriculture in the delta. We evaluated the governance of implementing this resolution using an established transition governance framework, based on policy document analysis, ethnographic observations and interviews with national government agencies and ten departments in the delta provinces An Giang and Ben Tre. The analysis indicates that delays are caused by fragmented central government leadership and that friction exists between top-down plans and bottom-up action taken by the provinces in the delta. The transition is further constrained by the absence of inter-provincial coordination and funding mechanisms. Overall, this study shows that the required governance structure exists on paper but highlights how an insufficient governance process constrains climate change adaptation in Vietnam.@en

Citizens are expected to play a significant role to the current energy transition in Europe, such as through prosumerism and collective initiatives for energy efficiency. While there are many platforms for domestic energy analytics and for engaging citizens and transition stakeholders on energy topics, context-specific information is frequently lacking. This article outlines the development of an Interactive Policy Platform that aims to provide contextualized, impact-driven, and ready-to-use information on the role of citizen initiatives in the energy and low-carbon transition in Europe. Specifically, it will help researchers, policymakers, and citizens to explore different dimensions of energy citizenship, understand the decarbonization potentials of diverse clusters of citizens, and identify the conditions under which citizen-led energy initiatives are currently operating. The Platform will be co-designed together with a sample of its future users, ensuring the usability of its interface and the relevance of the provided information. Ultimately, the Platform is envisioned to help transition stakeholders understand and support initiatives related to energy citizenship around Europe, thus contributing to the EU's promise of a just and inclusive decarbonization. @en

As cities are increasingly experiencing climate change impacts, a rise in transnational networks for climate-sensitive cities can be seen. To date, little is known about the effectiveness of these networks and how they facilitate city-to-city learning. By using insights from the policy transfer and policy learning literature, we aim to examine how networks for climate-sensitive cities facilitate policy learning and how this leads to policy transfer. To this end, we researched the European Interreg project BEGIN, in which ten local governments are exchanging lessons for creating Blue and Green Infrastructure (BGI) as subset of nature-based solutions for urban climate adaptation. Our findings demonstrate how the horizontal network enabled joint sensemaking, in which common themes regarding BGI were defined leading to policy inspiration between cities. City partners were identified as frontrunners, which spurred policy transfer to other city partners. Although the network would provide resources required for successful learning and transfer, commitment and authority still have to be found and the absence of clear learning deliverables made learning not a priority for the participating governments. Networks can become more effective by defining learning deliverables upfront, and the projects provided by the city partners should appeal to all partners in the network.@en

This study explains how contrasting perspectives on resolving impasses in policymaking exist among all relevant actors in a case of transferring Dutch flood management policy to Jakarta, Indonesia. It does so by introducing Q methodology as a novel method in policy transfer and policy mobility studies. International policy transfer requires a continuous, iterative process of policy translation where stagnation may occur following disruptions on the policy, polity or political dimension. This paper assumes that actors go through a process in which they assign meaning to transfer objects. Using Q methodology, two contrasting perspectives are identified in the case of transferring the ‘Dutch Delta Approach’ to Jakarta, Indonesia. One perspective emphasises the need for direct implementation, while the other advocates further modification of ideas. These contrasting perspectives cut through existing sender-receiver categorizations and prevent strategic alignment needed for a breakthrough. Furthermore, they suggest a lack of political leadership from Indonesia and potential conflict of interests of the Dutch government as policy sender as other causes for prolonged stagnation. Finally, I conclude that the outsourcing of strategy making and planning to consultants delimits the space for translation.@en

On 1 November 2021, Prime Minister of the Netherlands Mark Rutte delivered a speech at COP-26 in Glasgow, Scotland. He stressed the history of the Netherlands in “battling the elements for centuries. From North Sea floods to Caribbean storms” (GoN, 2021). He further stated that “(climate) adaptation is in our DNA” and stressed that sustainability innovations carry economic opportunities. He finished the speech with a statement that the world “can count on the Kingdom of the Netherlands”, in other words, that the Netherlands is open for business.@en

Based on a qualitative case study in An Giang province, Vietnam, we mapped the understanding of the ‘Living with Floods’ (LWF) concept and the implementation of three projects to explain the effectiveness of water governance in Vietnam. We have demonstrated how perceptions on the LWF concept differ per government level and the limits of water governance effectiveness. Diverging perceptions undermine the effectiveness of water governance. A framework and a list of indicators are proposed to measure the effectiveness of floodwater governance. Integrating local and social aspects in LWF policies and vertical coordination may help align short-term benefits with long-term adaptation.@en

This study identifies network management as a facilitator of effective policy transfer. We reconstruct the unconventional collaboration between Dutch private-sector experts and national governments of Vietnam and Bangladesh to develop multi-sectoral, long-term strategies (‘delta plans’). We identify the network management strategies used by the Dutch actors and use these to explain how problem perceptions of state and non-state actors were aligned in order to define solution pathways. Based on these cases, we argue that network analysis is a tool for policy transfer studies. This paper further concludes that the ‘soft’ nature of the transferred policy (in the form of principles, norms and ideas) increased its transferability, as being ambiguous and abstract left room for interpretation and translation to the local context. @en

This chapter presents a case of how branding was used as a strategy to bind actors and motivate them to work together on an adaptation strategy and how, subsequently, the branding campaign “backfired.” A team of Dutch water experts developed a flood management strategy for Indonesia’s capital city Jakarta. The Dutch experts decided to combine an offshore dam with land reclamations in the shape of Indonesia’s national symbol and branded this project as “the Great Garuda” that would protect the city from flooding and create a world-class waterfront city. At a certain point, however, the brand became contested, and opposition rose to destabilize this strategy. A counter-brand emerged of the Great Garuda, framing the project as “megalomaniac” and as a transformation of Jakarta Bay in a “septic tank” at the cost of the urban poor. By the time the Dutch actors decided to abandon the idea of the Great Garuda, the brand identity had been hijacked by actors opposing the master plan. In this chapter, we show up to what point branding is a useful instrument to enhance the commitment of stakeholders for a climate adaptation initiative and what, simultaneously, the risks of branding as a strategy are.

This paper evaluates long-term climate change adaptation strategies in the Netherlands and Bangladesh using the Organisation for Economic Co-operation and Development’s (OECD) Principles of Good Water Governance. Deltas face complex challenges, and adequate long-term planning is essential for these regions. However, experience with these long-term planning efforts and linkages with theoretical frameworks on water-related policy and strategy development remain limited. Both countries politically approved significant investment portfolios for a durable adaptive strategy. This paper highlights the similarities and differences in the resulting strategies. Using the learning assessment methodology, we propose to add risk-based approaches and long-term strategic perspectives as additional OECD Principles in the conclusion.@en

Q-methodologie is een nog relatief onbekende onderzoeksmethode, met veel potentieel voor beleidsonderzoek en -analyse. De benaderingen, doelen en onderzoeksvragen in verschillende toepassingen lopen uiteen, maar vertonen ook duidelijke overeenkomsten. In dit artikel beschrijven we de belangrijkste theoretische en analytische bouwstenen van de methode, en een praktijkgericht 10-stappenplan waarmee men snel zelf aan de slag kan met Q-methodologie. Op basis van een aantal toepassingen van Q-methodologie in Nederland en Vlaanderen laat dit artikel op inzichtelijke wijze zien wat Q-methodologie toevoegt aan de toolbox van beleidsonderzoekers. Naast de theoretische achtergrond van de methode biedt deze bijdrage een praktisch stappenplan voor het gebruik van de methode in de praktijk. @en

This article seeks to expand the science diplomacy (SD) discourse by introducing the concept of branding, focusing on its use as a tool for nation state decision makers. Although the current literature on SD has explored the relation between science and diplomacy, the question of how individual science projects can effectively aid SD has been left largely unanswered. Drawing on the SD as well as on the place and policy branding literature, a framework for the analysis and conceptualization of branding as a tool for SD and for Public Diplomacy in general is developed. This framework introduces three distinct branding styles: nation branding, policy branding and policy tool branding. The applicability of the framework is demonstrated by the comparison of two cases of branding by nation state policy makers: branding in the field of German transnational education and in the science and knowledge-based Dutch Water Diplomacy. The German case study shows that branding activities relating to ‘German’ SD are fragmented and focus mostly on individual projects, while the use of transnational education as an instrument to advance policy branding or nation branding remains largely underdeveloped. Such a lopsided branding process undermines the effectiveness of branding as an effective SD tool. In contrast, the potential of coordinated branding strategies as a foreign policy tool becomes apparent in the ‘Dutch Delta Approach’. In this centralised and coordinated branding process, activities on all three proposed branding layers were implemented, effectively employing branding to increase the visibility of the Dutch nation state, increase the attraction of its high-tech water management sector as well as to rejuvenate the Netherland’s bi-lateral relations with selected partner countries. Branding, as we argue, should be added to the analysis of contemporary science diplomacy as well as of broader foreign policies, adding to the understanding of SD as an instrument of cross-border communication and global opinion shaping. The paper ends with a discussion of potential limitations of branding, in order to illustrate that branding can be an effective instrument but should not be seen as an international relations panacea.

This study takes the stagnation in the transfer of knowledge about strategic delta planning as a starting point and identifies the interplay of constraining factors. We conclude that the way the process of policy transfer is executed is crucial. The Dutch government aims to transfer the Dutch approach to delta planning (labelled ‘the Dutch Delta Approach’) to other–often developing–countries. However, policy transfer is a complex process that depends on a variety of factors. Deadlocks can occur when the transferred knowledge and the corresponding policy ideas are neither adopted nor rejected. Taking the impasse in the transfer process in the National Capital Integrated Coastal Development project in Jakarta as a case study, we demonstrate that fundamental policy change is needed to adopt strategic delta planning in Jakarta and present three interrelated explanations, related to the policy transfer process, that illustrate why this change is not yet observed.@en

This article explains the rise of the Dutch Delta Approach (DDA) as the Dutch trade-mark for exporting knowledge about adaptive delta management. We consider policy branding a specific tool for policy translation that can enhance our understanding of how policy is mobilised for international application. Using the concepts of policy translation and branding, we analyse and explain the translation of the original Dutch policy regarding delta management and its mobilisation for an international audience. We reconstruct how the DDA became the basis for an international policy brand and conclude that a strong brand was created because of a strong national network of stakeholders, sufficient resources, and the confluence of various developments that contributed to the perceived importance of developing such a brand. However, contrary to what the branding literature suggests, international application is ad hoc rather than the result of a keen strategy. The way the DDA is applied shows many pragmatic strategies in which the brand is used as discursive camouflage or to legitimate cherry picking and opportunistic reframing. As a result, durable impact of the DDA brand is vulnerable due to weak brand maintenance. Our findings demonstrate the relevance of branding for studying policy transfer process.

Although studies on policy transfer have expanded, a general and comprehensive understanding of policy transfer is lacking. This study offers an evidence-based explanation of policy transfer processes. We extracted constraining and facilitating factors from 180 empirical studies using PRISMA (Preferred Reporting Items for Systematic reviews and Meta-Analysis) and aggregated these factors into a conceptual framework. We synthesize our findings in four “transfer routes”. We conclude that actors could shape a subset of those factors by taking certain decisions regarding transferability, adoptability and process design, albeit within the boundaries of the environment.@en

Citizen science and particularly mobile crowd sourcing (MCS) has large potential in water resources management for data collection and awareness raising. Concerns about data quality, and initiating and sustaining citizen involvement hamper incorporation of citizen science in water monitoring, together with a lack of practical guidance how to set up citizen science monitoring programs. This review presents an overview of key success factors for citizen science including MCS. Specific attention is paid to motivational aspects. Success factors were organized according to project phase and motivations according to self-determination theory. In recent years, governmental institutes have started to use citizen science as a form of public participation. The Dutch water authorities are among them. They face pressure on the water governance system and a water awareness gap among the general public, and consider citizen science a possible solution. The reasons for practitioners to engage in citizen science, and in particular those of government practitioners, have seldom been studied. This article aims to pinpoint the various viewpoints of practitioners at Dutch regional water authorities on citizen science. A Q-methodological approach was used because it allows for exploration of viewpoints and statistical analysis using a small sample size. Practitioners (33) at eight different water authorities ranked 46 statements from agree to disagree. Three viewpoints were identified with a total explained variance of 67 %. Viewpoint A considers citizen science a potential solution that can serve several purposes, thereby encouraging citizen participation in data collection and analysis. Viewpoint B considers citizen science a method for additional, illustrative data. Viewpoint C views citizen science primarily as a means of education. These viewpoints show water practitioners in the Netherlands are willing to embrace citizen science at water authorities, although there is no support for higher levels of citizen engagement.@en

Dutch water management is considered highly efficient, but it faces a lack of public awareness and other certain physical challenges. One proposed strategy to deal with these challenges includes increasing citizen participation and citizen science using mobile devices in particular. Such mobile crowd sensing (MCS) can be used to enhance canal operations and model predictive control (MPC) by nonexperts. The data collector often pushes implementations, and little knowledge and experience from the field of product design is used. This can lead to underperformance both with regards to the technology and the volunteer citizens. This study uses an adapted Technology Acceptance Model 3 (TAM3) to survey Dutch citizens’ intentions while operating a mock-up smartphone application to identify key drivers of their acceptance in an early design phase. Included among the important drivers of citizens’ behavioral intentions (BI) are usefulness, relevance to the task, and the demonstrability of benefits. These insights can possibly unveil validated design criteria for future MCS applications. Such validated criteria can not only prevent the underperformance of citizen science from a volunteer point of view, but it can also affect the performance of the MCS as well. @en

Remote sensing and citizen science can be utilized to fulfill the gap of conventional monitoring methods. However, how to engage these techniques, principally taking advantage of local capacities and of globally accessible data for satisfying the continuous data requirements and uncertainties are exciting challenges. Previous studies in Vietnam showed that official documents regulated towards responding the vital need of upgrading national water monitoring infrastructures do not put the huge potentials of free satellite images and crowd-based data collection into account, this factor also limits publications related to these techniques. In this research, a new water monitoring approach will be developed friendly with areas suffering poor quality monitoring works. Particularly, algorithms respecting to the relationship between temperature, total suspended sediment (TSS), chlorophyll and information collected by sensors onboard Landsat-8 and Sentinel-2 MSI satellites are built in the study area in Northern Vietnam; additionally, undergraduate student volunteers were sent to the sites with all the measurement activities are designed to coincide with the time when the study area captured by the satellites to compare the results. While conventional techniques are proving their irreplaceable role in the water monitoring network, the utilization of remote sensing techniques and citizen science in this study will demonstrate highly supportive values, saving monitoring costs and time; advantaging local human resources to science; providing an inclusive assessment of water quality changes along with land-use change in the study area, these approaches are excellent alternatives to meet the demand of real-time, continuous data nationwide. @en
