This paper presents in detail the legislation and regulation related to the use and ownership of building complexes with multiple units (apartments, condominiums) in Saudi Arabia for the 3D registration of the legal spaces. The 3D Land Administration Domain Model (LADM)country profile for Saudi Arabia must be able to represent the identified concepts for multi-owner buildings. Today, there is a trend to directly design these buildings in 3D. Within the spatial development lifecycle thinking, this design will be reused via Building Information Modelling (BIM)/ Industry Foundation Class (IFC) encodings in the subsequent phases, such as, obtaining permits, financing, constructing, etc. However, in order to support the next step, the cadastral registration, we present, at this paper, a mapping from the BIM/IFC to the LADM, both at conceptual modelling and at the level of the individual units with their geometry and topology. This mapping requires that the BIM/IFC file contains sufficient information to identify the different spaces being part of a property. Three different main type of spaces are identified: private part, common part, and exclusive common part. A single property may contain multiple disconnected components, such as the main apartment, the storage in the basement, and a car park. In turn, a component, such as the main apartment, may contain multiple connected spaces, i.e. the various rooms of the main apartment. In addition to mapping the concepts at class level from IFC to LADM, we also extract rules for treating the spaces of various types of walls, slabs, roofs, and constructive elements, such as foundation and pillars. The presented approach is tested with a real-world example IFC file, identifying the issues to be improved, i.e. guidelines for the Architecture, Engineering and Construction (AEC) sector to produce IFC file which can be more easy used as input for 3D Land Administration with minimal manual interventions. This research bridges the gap between the project-oriented world of the AEC sector (with BIM/IFC files) and the legal registration as described through the ISO 19152. Though many of the presented findings are based on the legislation and case study in Saudi Arabia, we have the rather strong impression, that these findings will not be very different in other countries.

Intense exploitation of land in the vertical direction has brought up complex legal relations between different types of spatial units with various characteristics (e.g., land, marine, air, underground parcels, and infrastructure objects). Therefore, the use of 3D models is required to clearly represent real property and associated Rights, Restrictions and Responsibilities (RRRs), deriving both from Private and Public Law. The latter are either not registered to cadastral systems (i.e., in The Netherlands very few have been registered like the private natural beauty areas, as they came with tax benefits), or are recorded to individual, thematic registries. Public Law Restrictions (PLRs) impose significant impact on ownership rights and land management, thus requiring to be systematically organized and registered. This brings out issues of identifying which types of PLRs need to be registered (based on land administration policies that apply in each country/ jurisdiction), selecting and “spatializing” them (in 2D/3D/nD). Within the field of land administration, the ISO 19152:2012 Land Administration Domain Model (LADM) plays predominant role in standardizing legal relations between parties (people) and spatial units (land). LADM is currently under revision with its second edition widening its scope as a multipart standard comprising 6 Parts. The revision of LADM stimulates discussion on new concepts that could be included at the Edition II, and possibilities of refining the existing ones. In this context, the paper investigates the option to model PLRs into the multipart standard and investigates how to optimally categorize them based on the LADM Edition II Parts. The paper builds on previous work by the authors and aims to propose a flexible framework to model PLRs at conceptual level in the context of LADM Edition II. To validate the modelling proposal, two case studies of PLRs are studied. The first one relates to the restrictions imposed on land parcels crossed by the Trans Adriatic Pipeline (TAP) in Northern Greece, and they refer to the establishment of protection zones, where construction and agricultural restrictions apply. The second case study refers to land use restrictions in the vicinity of an archaeological site in the municipality of Patras, in southern Greece. Those use cases were selected because of their generic character that may apply to other countries/ jurisdictions, regardless of legal framework differences.@en

Precise and detailed information for infrastructure assets, as well as information about the property interests attached to them are crucial to prevent unnecessary costs, disruptions, and delays when planning, constructing, and managing such objects. Various models encapsulating infrastructure objects information are available, mostly during their design stage, and could be also reused in other stages of the Spatial Development Lifecycle (SDL), such as the Land Registration. In this respect, and as ISO 19152:2012 Land Administration Domain Model is currently under revision, it is well-timed to consider the modelling of infrastructure objects within the scope of the upcoming Edition II of the standard. Given this background, the aim of this paper is to initiate the discussion on the registration options of infrastructure objects in the context of the LADM revision. Attention is given on specific categories of transport infrastructure objects, identifying the information required to be reused in other stages of the SDL, sourced from BIM/ IFC files used in the design stage. As currently IFC does not support infrastructure information, in order to investigate how such information is stored in IFC models based on the modellers' decisions and the software used, two models of transport infrastructure objects coming from the industry were inspected and based on these findings, the conceptual modelling followed, based on the LADM concept. The paper aims to provide insights on to the limitations of the current use of IFC for transport infrastructure objects and propose the future steps to overcome them.

The growth of cities and the pressure on land worldwide leads to more complex and multilevel structures with different space interrelations. For the registration of complex spaces mostly 2D Land Administration Systems (LAS) are used, while a representation of space in 3D could provide a clearer insight. Concurrently, technological advancements rapidly improve methods to collect, create, visualise, register, store and disseminate 3D data. In this context, much research is now being carried out at the sources and data used as input in 3D LAS and the various methods for their collection. In this scene, the approach to reuse data from the design phase is gaining ground. Specifically existing Building Information Models (BIMs), usually encoded in the non-proprietary Industry Foundation Classes (IFC) format (EN ISO 16739:2018) are considered a promising source for 3D LAS. Previous research has shown promising results using BIMs as input for 3D LAS. However, the use of BIM/IFC-models from practice has not yet been tested adequately. This paper investigates the technical issues that are encountered when using real-world BIM/IFC-models as input for the registration of apartment rights in a 3D LAS and how that process can be improved. In the context of this paper, BIM/IFC-models are iteratively being validating against technical requirements. Five real-world BIM/IFC-models are collected. They are tested on the existence of IfcSpace, geometric validity, overlap and the ability to georeference the BIM/IFC-models. The results of these validation show that the collected BIM/IFC-models lack the ability to be georeferenced. Additionally most BIM/IFC-models did not contain IFCSpace, or reference to essential attributes for identifying legal units in the Dutch 3D LAS. Recommendations and guidelines are formulated to address these issues. The BIM/IFC-models are placed in a 3D LAS at conceptual level, in which the legal spaces are enriched with information of the Rights, Restrictions and Responsibilities (RRR’s) to those spaces in line with the LADM.@en

A new edition of the Land Administration Domain Model (LADM) is under further development in ISO/TC 211 on Geographic Information. The Committee is developing this new edition of the LADM – as multipart – working titles are as follows: Part 1 – Fundamentals Part 2 – Land Registration Part 3 – Marine Space Georegulation Part 4 – Valuation Information Part 5 – Spatial Plan Information Part 6 – Implementations The decision to publish LADM Edition II as multipart had as a consequence that a New Work Item Proposal (NWIP) and a Working Draft (WD) have to be formulated for each Part. In 2020, the NWIP/WD have been submitted to ISO/TC 211 for Part 1 by Standards Australia (SA) with input from the author team on behalf of the FIG. The result of the voting was positive. Comments have been submitted, which will be processed and used in the next stage of the standard: the Committee Draft. It is planned that FIG will submit the NWIP for Part 2 before summer 2021. And it is expected that the same will happen this year for Parts 4 and 5. Those submissions are expected to be in close cooperation with other international professional organisations (i.e. IHO, RICS, OGC, etc.).@en

Two dimensional (2D) Land Administration Systems (LASs) do not adequately represent 3D underground objects. It is not easy to identify the owners of these objects and the relations between objects below and above the surface are not explicitly provided. A 3D LAS can however facilitate a better understanding, as well as a more efficient registration and clear visualisation of the Rights, Restrictions and Responsibilities (RRRs) of the 3D underground objects. To represent 3D underground objects, BIM/IFC (ISO 16739:2018) models can be used from design. The LADM (ISO 19152:2012) standard should be used to provide a formal language to register spatial and non-spatial information in LASs. In this paper a literature review is performed to develop a standardised workflow to model the legal spaces of BIM/IFC models of 3D underground objects according to the LADM in 3D LASs. With this workflow the user is provided with a general framework, where adherence to the BIM/IFC and LADM standards enhances interoperability, increases efficiency and reduces costs. More research needs to be done on validating the workflow with use cases.@en

The growing recognition and influence of the ISO 19152:2012 Land Administration Domain Model (LADM), is revealed by the multiple country profiles that have been developed based on the standard in various jurisdictions across the world. The ongoing revision of the LADM Edition I, initiates discussions related to the development of country profiles, as well as considerations regarding their maintenance. Till today, various approaches for creating LADM-based country profiles have been followed. This resulted in the creation of an interesting mosaic of country profiles’ developing methods, with parts to be exploited and an outline of the basic steps of the development provided. Based on this knowledge, the aim of this paper is to design a methodology for the development of LADM country profiles, expected to become part of future version of the ISO 19152 LADM, the Edition II. Collective experience from good practices in the development of profiles based on LADM Edition I reported in the literature have been reviewed and used as basis for a qualitative comparative analysis. For this purpose, a set of six characteristics/criteria was developed based on key publications selected through experts’ consultation. The characteristics are generic and can be applied to all the country profiles, as well as they refer to the lifecycle of the development and implementation of a country profile, taking into account legal, institutional and technical issues. Characteristics regarding the scope of country profiles are also considered. Given this context, the design of the methodology to develop LADM-based country profiles is presented, structured in three phases: scope definition, profile creation and profile testing.

Land Administration is a quite inter-disciplinary field involving experts and knowledge regarding legal aspects, institutional support to establish relationships between involved parties and technical support to realize it. Today, land administrators and development organizations are challenged by an unprecedented demand to utilise space above and below earth’s surface, which mandates the use of 3D information. At the same time, the current societal demand for sustainability, is driving the need to integrate independent systems with standalone databases with different aspects of buildings in their lifecycle phases. In parallel, the evolution and applications of Building Information Modelling (BIM) towards integrated sustainable design and dissemination of information is gaining ground at international level. The requirements for more circular design thinking and digitalisation through technologies such as BIM can pave the ways for incremental step changes to achieve collaboration within building’s lifecycle and strategic design for decision-making. The impact of BIM on land administration domain is recognized, and it is being seen from governmental perspective as a digital reform and transition that will bring together technology, process improvements and digital information, to radically improve project outcomes and asset operations. One of the strong characteristics of BIM is that it is considered as a strategic enabler for improving decision-making and delivery for both buildings and public infrastructure assets across their whole lifecycle. In this scene, taking into consideration the continuing increase of BIM/ IFC files, recent research focuses on the potential role of BIM in the context of circular economy and circular design, and the reuse of BIM/ IFC files in buildings’ lifecycle. This paper presents an initial analysis on a BIM-based approach to support the registration of 3D property information. The research introduces the concepts and significance of circularity thinking and lifecycle approach at an era where there is mass amount of information, that needs to be handled efficiently. To this end, an extensive literature review on standardization approaches regarding BIM at international and national level is presented, followed by a state-of-art in the field of BIM exploitation as input for land administration purposes.@en

Land Administration practices worldwide rely mainly on 2D-based systems to define legal and other spatial boundaries related to land interests. However, the built environment is increasingly becoming spatially complex. Land administrators are challenged by an unprecedented demand to utilise space above and below earth's surface. The relationships between people and land in vertical space can no longer be unambiguously represented in 2D. In addition, the current societal demand for sustainability in a collaborative environment and a lifecycle-thinking, is driving the need to integrate independent systems with standalone databases and methodologies, associated with different aspects of the Spatial Development lifeCycle (SDC). Land Administration Systems (LASs) are an important component of the SDC. Today, a LAS is often mandated and managed as a domain in isolation. Interaction and data reuse with the other phases of the SDC is limited and far from optimal. It is expected that effective 3D data collaboration, sharing, and reuse across the sectors and disciplines in the lifecycle will enable new ways of data harmonisation and use in this complex environment; will improve efficiency of design and data acquisition, as well as data quality (in relation to specific regulations); and will minimise inconsistencies and data loss within information flows. Overall, a cross-sectoral approach is directed towards improving the current state of the Land Administration (LA) domain. This paper consists of two parts. In the first, a review of the current situation, with respect to LASs is presented, concluding the needs for improvement in terms of effectiveness and consistency. In the second part, the vision for the future of LASs is introduced in a wider context, and as an important phase in the SDC, with regards to legal, technical, and organisational aspects. In this part, the needs and considerations that result from the evolving environment and the emerging technological advances are addressed, with a view to discussing a cross-sector approach to collect, maintain, reuse, and share 3D data. In such a cross-sectoral approach, various interoperability issues appear, making it necessary to introduce and use standards. In this respect, the ISO 19152:2012 Land Administration Domain Model (LADM) in its current Edition I, as well as in Edition II (expected in 2022) may serve as the standardised core structure of a 3D LAS, with respect to its role as further presented in this paper. In parallel, the evolution of the Building Information Modelling (BIM) in the design and construction industry, as well as the fact that BIM plays a central role in the life cycle of development projects, are well recognized. Emphasis is given on feasible reuse of BIM/IFC (Industry Foundation Class) data in a 3D LAS. Those considerations are addressed through a web-based system architecture for a future 3D LAS, thereby attempting to integrate heterogeneous systems in the SDC.

After two LADM workshops (Delft, March 2017 and Zagreb, April 2018) and three ISO TC211 meetings, where also LADM revision meetings took place (Copenhagen, May 2018, Wuhan, November 2018 and Maribor, June 2019) there is consensus growing towards the new scope of the standard. This new scope is described in this paper, and it is no exaggeration to state that there is a rather spectacular extension of Edition’s I scope. Below a first impression.@en

ISO standards, which are actually being applied, are subject to periodic revision, typically in a 6 to 10-year cycle. A UN-GGIM Meeting of the Expert Group on Land Administration and Management was held on 14-15 March 2017, in Delft and the main conclusion was that the revision of LADM was indeed needed in order to provide better tools to improve tenure security and better land and property rights for all. It was also noted that land administration is a rather complex domain, and thus the revision will involve many stakeholders, namely: ISO, FIG, OGC, UN-Habitat, UN-GGIM, World bank, GLTN (Global Land Tool Network), IHO, RICS, etc.. Further goals of the revision include: providing reliable Land Administration Indicators for the Sustainable Development Goals (SDG), developing standard(s) supporting a Fit-for-Purpose approach, paying attention to implementations and tools (not just conceptual model), and inclusion of valuation information (which might help to define/support the Fit-for-Purpose approach). In order to prepare the LADM revision, two workshops were organized: 16-17 March 2017 (Delft) and 11-13 April 2018 (Zagreb), with experts involved in the development of the initial version of LADM and representatives of all the mentioned stakeholders. For the purpose of the revision, it is important to analyze and compare currently operational and proposed country profiles and their implementations of the first version of LADM, ISO 19152:2012. This paper gives an overview of the status of developments and the related proposals. @en

The wider recognition and use of ISO 19152 LADM Edition I, is mainly documented through the country profiles that have been developed in multiple jurisdictions across the world. Various approaches for developing country profiles have been followed, without acting in accordance with a specific (official or unofficial) roadmap or methodology. This has resulted in an interesting mosaic of country profiles, which at the same time, highlights the need to outline the basic steps that need to be followed in order to develop a country profile. Currently, the revision of the LADM Edition I is ongoing, and the discussion for the development, maintenance and update of the existing and future LADM-based country profiles has been initiated. Therefore, it is considered a good timing to address the experience gained from the developed country profiles and introduce methodological steps for the development of country profiles. This paper reflects on the country profiles that have been developed so far, identifying similarities and discrepancies on the path followed, bearing in mind the scope and objective of the development of those profiles and their level of maturity, also conforming to the land registration system and national jurisdiction. Thus, the paper is separated in three main parts: the first part that introduces the LADM revision and its scope, reflects on the existing country profiles and outlines the components of the proposed methodology. The second part presents an LADM-based country profile for Malaysia, as an example application of the proposed methodology. Finally, the last part is dedicated to the discussion, conclusions and proposals for future steps in the context of LADM revision.@en

Dense urbanisation has led to an increasing demand and pressure for land development, resulting in the partition of 3D space into different owners sharing delimited property interests on, above or below the land surface. Consequently, cadastral spatial units range from simple, but most common, 2D, to complex 3D collections of spaces worldwide, that are more difficult to handle in terms of surveying, storing in a database, maintaining, visualising, etc. Subsequently, this asks for the categorization and organization of the different types of spatial units that are physically identified and legally recognised in various jurisdictions worldwide. In the context of the Land Administration Domain Model (LADM) (ISO 19152, 2012), the “level” concept (LA_Level class) provides a framework for organising the different types of spatial units. Based on that, five levels of encoding are defined in ISO19152, providing a framework of categorisation of 2D spatial units, represented by five spatial profiles included in Annex E of ISO 19152. Six years after the publication of the first edition of LADM as ISO standard, a lot of research has been carried out by experts from all over the world, and today, the ground seems to be mature for the LADM (edition I) revision, which started in May 2018, as a joint activity with many stakeholders involved (ISO TC211, OGC, FIG, etc.). One of the goals of the revision, among others, is to improve LADM’s current 3D support. This can be achieved through the design of new 3D spatial profiles for the different types of spatial units that are recognised by cadastral authorities in various jurisdictions. New and different 3D spatial units’ types may be considered for inclusion in the standard. To this end, the aim of this paper is to investigate, examine and review - in the context of LADM revision- the different types of real-world spatial units, as they have initially been organised by Thompson et al (2015). Based on the revised taxonomy, spatial profiles for the spatial units’ categories are introduced and (several) are further explored and designed. Hence, the focus on this paper lies on two levels: the taxonomy and the spatial profiles, while the level of encoding is not included in the scope of this paper. However, the investigation of the technical encodings that will be used for the implementation of the 3D spatial profiles is introduced at the paper as future work, underlying its importance. Within this concept, the scope and ambition of LADM revision are discussed.@en

Rapid urbanisation relates to increased space requirements above and below ground and the development of complex structures. This profound need attracted increasing interest for the collection, modelling, management, visualisation and dissemination of 3D objects through various application fields, such as: 3D Cadastre, 3D City Modelling and Building Information Modelling. Contemporary advances in GIS technology, Geo-Web services and computer graphics facilitate the development of such models accompanied by semantic, geometrical and topological information, while the use of international standards enables the communication and interoperability between the systems. The aim of this paper is to combine state-of-the art methodologies and technologies for the development of semantically enriched 3D models for the Campus of the National Technical University of Athens in Greece. The result is a web-based 3D Campus map that integrates these models as Web Services, providing access to management and navigation for the campus area and can also be used for maintenance purposes from the various NTUA Departments. To this end, the database schema has been designed compatible with CityGML, while attention was given to interoperability issues that arise from differently derived 3D models which had to be stored and visualised while retaining their characteristics.

The last decade, significant progress has been made in advancing the concept of 3D Cadastre and related technologies to facilitate its realisation. There are many examples of partial implementation and prototypes of 3D parcels registration around the world as stated by Kitsakis et al (2016) and Dimopoulou et al (2016) regarding selected countries. While standardisation in the land administration domain extends to 3D and even 4D representations, currently, there is no country that has a fully operational 3D Cadastre supporting all stages of the registration and dissemination (Van Oosterom et al, 2014). In the context of 3D Cadastre developments worldwide, the Land Administration Domain Model (LADM), ISO 19152, outlines the foundations for a 3D Cadastre and becomes one of the best candidates for unambiguously representing 3D Rights, Restrictions and Responsibilities (Kalogianni et al, 2017). The spatial development life cycle of an object begins outside the cadastral registration cycle and has a direct impact on how a specific development application is processed. Thus, in considering the changes required to allow a jurisdiction to register 3D objects, it is important to note the sphere of influence that could have an impact on 3D registration. These include multiple stakeholders and processes, which generate different user needs, as addressed at the previous section and also new opportunities that could be addressed on the current LADM version. To this purpose, this paper explores the needs and prospects towards further 3D modelling of the present LADM version, as derived by the current LADM experience in various countries worldwide in the context of the full spatial development cycle. Nevertheless, over the last few years the number of jurisdictions that are developing LADM-based country profiles, prototype systems and undertaking pilots using various physical models and data formats to achieve LADM implementation in the context of 3D Cadastre has become more significant. Those approaches can be mainly categorised as “fully operational” implementations and “partly-operational” implementations focusing on different aspects of 3D cadastre development cycle; e.g. submission of 3D survey plans, prototype stage; implementations that focus on visualisation, implementations that focus on constraints and validation rules, etc. Finally, within this context, this paper examines how current LADM version can efficiently meet the needs stated above and update user requirements for LADM in the context of the upcoming revision.@en

Legal relations applying to land are of significant importance for land administration. Such relations include Rights, Restrictions and Responsibilities, deriving both from Private and Public Law. However, only the former are normally registered within cadastral systems, while the latter are either not required to be registered, or are registered to individual, thematic registries. Restrictions deriving from Public Law are gradually increasing in number and complexity, and impose significant impacts on land management, thus introducing the need of systematically organising and registering them. Standardisation is considered a means of fulfilling this aim, as it provides a common framework within which, consensus among different stakeholders on a specific process or product is achieved. Within the field of land administration, the international Land Administration Domain Model (LADM) standard plays predominant role in standardising legal relations between beneficiaries and land parcels. Therefore, this paper aims to investigate the integration of Public Law Restrictions’ (PLRs) requirements, within the LADM context. As a first step, the PLRs are recognised and classified. Next, in relation to modelling based on LADM concept, three approaches are considered: 1. within the Administrative Package by adding subclasses for PLRs to the LA_Restriction class, 2. within the SpatialUnit Package by adding new specialisations and subclasses to the LA_SpatialUnit class (also extending the code list LA_RestrictionType with PLR types) and 3. again within the SpatialUnit Package, but by using the “level” concept of LADM and the class LA_Level (also extending the code list LA_RestrictionType). The different modelling approaches are identified and presented considering modelling efficiency, UML models’ complexity and extensibility, while the proposed modelling approach can be considered for further extending and refining the current LADM legal concept, to include PLRs in the context of its revision. After initial considerations, such as model clarity, completeness, but also model simplicity, the authors opted for the third approach, as the one that best fits the purpose of PLR standardisation, which is then further analysed in more detail. Challenges regarding standardisation of PLRs within the LADM context, are also addressed, with regards to the on-going LADM revision process.@en

Managing properties and people’s interests in complex multi-level developments is rapidly increasing the last decade and as a result, current cadastral information systems are facing a growing demand to capture, register, maintain, visualise and disseminate 3D spatial information. This has led to a continuous research, at the international scenery, for 3D models and standardization initiatives that help communicate the legal and spatial notions of the built environment. Each of Australia’s states has already established a well-functioning Cadastral Information System, which are progressively moving towards 3D Cadastre. Alongside, the LADM ISO 19152 has gained ground and since its adoption as international standard there have been several attempts by different jurisdictions worldwide to adopt LADM. This however, does not apply for Australia, as only one country profile has been developed – for Queensland – back in 2012. Considering that the LADM edition I revision has already started and through this process improvement and extensions of the current conceptual model, technical LADM specifications through application schemas and encodings, as well as process models will be discussed and investigated, it was a challenge to investigate the possibilities of adopting LADM in Victoria. Given this background, at this paper an approach to model the spatial counterpart of a future LADM-based profile for Victoria is presented, in the context of exploring the implementation issues of 3D Cadastre in Victoria, Australia using LADM. The current status of 2D and 3D cadastral developments in Victoria is presented and the direction towards the adoption of LADM in Victoria is introduced. To be able to develop a LADM Victoria country profile, which will describe the existing situation, but at the same time will be future proof, as first step the mapping between the two existing data models and LADM classes is performed.@en
