Infrastructure planning for Urban Water Systems (UWSs) is challenged by, inter alia, increasing uncertainty in both demand and availability of water and aging infrastructure, and this is already impacting the climate-proofing of cities. In this context, the idea of resilience has been gradually embraced by the water sector, but the term itself is not yet universally defined, nor operationalised. Here, we propose a methodology to assess the resilience of a UWS, defining it as the degree to which the UWS continues to perform under increasing stress. A resilience assessment method is then proposed as a ‘stress-test’ of UWS configurations, under increasingly more stressful scenarios. We then demonstrate a toolbox assembled for the proposed analysis using, as a proof of concept, a semi-synthetic case study. Results are promising, suggesting that the approach could assist in the uptake and evolution of resilience thinking in strategic water infrastructure decision making, leading to water-wiser cities.

Coastal floods are one of the most dangerous and harmful natural hazards affecting urban areas adjacent to shorelines. The present paper discusses the FP7-ENV-2013 EU funded PEARL (Preparing for Extreme And Rare events in coastaL regions) project which brings together world leading expertise in both the domain of hydro-engineering and risk reduction and management services to pool knowledge and practical experience in order to develop more sustainable risk management solutions for coastal communities focusing on present and projected extreme hydro-meteorological events. The PEARL approach draws upon the complexity theory and the use of complex adaptive system (CAS) models as tools to identify root causes of vulnerabilities and their multi-stressors and to analyze risk and the behavior of key actors.@en

This paper presents an approach to enhance the role of local stakeholders in dealing with urban floods. The concept is based on the DIANE-CM project (Decentralised Integrated Analysis and Enhancement of Awareness through Collaborative Modelling and Management of Flood Risk) of the 2nd ERANET CRUE funding initiative. The main objective of the project was to develop and test an advanced methodology for enhancing the resilience of local communities to flooding. Through collaborative modelling, a social learning process was initiated that enhances the social capacity of the stakeholders due to the interaction process. The other aim of the project was to better understand how data from hazard and vulnerability analyses and improved maps, as well as from the near real-time flood prediction, can be used to initiate a public dialogue (i.e. collaborative mapping and planning activities) in order to carry out more informed and shared decision-making processes and to enhance flood risk awareness. The concept of collaborative modelling was applied in two case studies: (1) the Cranbrook catchment in the UK, with focus on pluvial flooding; and (2) the Alster catchment in Germany, with focus on fluvial flooding. As a result of the interactive and social learning process, supported by sociotechnical instruments, an understanding of flood risk was developed amongst the stakeholders and alternatives for flood risk management for the respective case study area were jointly developed and ranked as a basis for further planning and management.@en
