This study maps decision quality in the exploration phase of MIRT-structured projects. The analysis begins from a scientific perspective, starting with a literature review. This review consists of decision quality research and other relevant theories like good governance, public administration, and process management. These theories yield a set of criteria that are organised into a framework in which broader aspects are formed. Additionally, interviews with practitioners are conducted to determine whether these aspects are also mentioned in practice and whether any new aspects emerge from these discussions. Ultimately, the combination of theoretical research and practical insights identifies 12 aspects that influence decision quality in this context. Of these, 'relevant & reliable information', 'sound reasoning', '(political) support', 'appropriate frame', and 'public participation' are deemed the most critical for achieving high decision quality.
