In the dredging industry, the automation and accuracy of the Dredging Perception System (DPS) are vital for operational efficiency and environmental safety. Current DPS implementations face challenges with sensor fault tolerance, leading to system unreliability and increased false alarm rates that can disrupt dredging operations. We propose a Hybrid Redundancy Sensor Fault Tolerance (HRSFT) strategy that integrates matching physical sensors (PS) with two distinct types of virtual sensors (VS) driven by multi-sensor association and time-series prediction models. The HRSFT employs a voting-cold storage strategy to address the false alarm issues commonly associated with single virtual sensor systems. Through experimental validation, the HRSFT strategy has demonstrated its capability to provide accurate replacement information during both single and multi-sensor failure scenarios, effectively managing abnormal sensor data and enhancing the operational reliability of the DPS. The implementation of the HRSFT strategy significantly improves the accuracy and stability of the DPS, suggesting a substantial advancement in sensor fault tolerance that could be applied to similar systems in various industries, leading to safer and more reliable operations.

System resilience denotes the capacity to uphold desired system performance in the face of disruptions. Evaluating the resilience of a process system necessitates a thorough consideration of the intricate interplay between its components and the pivotal role of process parameters in reflecting the repercussions of disruptions on the system. This paper introduces an integrated methodology that takes into account component interactions and leverages process data for the resilience assessment of a process system. The proposed methodology comprises four key components: system structure analysis, disruption impacts analysis, process simulation, and resilience assessment. Firstly, the system structure is meticulously scrutinized using a P-graph model. This analysis encompasses the assessment of the significance and interplay of components, as well as the evaluation of how component failures affect the system's overall processes. Secondly, a Markov model is devised to examine the state transition process of components and quantifies the maintenance time needed for failed components. Subsequently, a simulation model is formulated to acquire real-time process parameters in the presence of disruptive events. Finally, the system's performance response function (PRF) is derived from the normalization of these process parameters. Building upon this foundation, a resilience assessment is conducted with a focus on the PRF. To illustrate the effectiveness of this methodology, an LNG terminal system is employed as an exemplar.

The European Union is confronted with an increasing number of crises with growing complexity. Their effects can cascade and ripple to all parts of society, the economy, and the environment. The effects of such crises are not limited to specific geographical regions or sectors of society, and many crises continue indefinitely. Because they last, they overlap and amplify each other. Decisions made during crises are not only urgent, but have long-lasting consequences. Therefore, strategic crisis management needs to be aligned with broader policy objectives. Using digital tools, guidance and standards can be set for strategic foresight and risk monitoring, to ensure that a longer-term perspective is integrated. Better data preparedness can ensure that information can be shared effectively while respecting privacy and security when a crisis hits. To address the growing complexity of crises, we need a vision that integrates both risk management and crisis management. Different activities and organisations also need to coordinate: responses on multiple geographical and temporal scales need to be aligned, rather than aiming at the one ‘right’ level. Here, the EU could play an important coordinating role. The EU can also play a role in training decision- and policy-makers to coordinate and manage crises. Crises amplify existing inequalities, hitting the most vulnerable the hardest — and this can erode trust across society at exactly the time when trust is most needed. New technologies and forms of communication offer ways for citizens to be engaged and empowered. Involving civil society can bring many advantages, producing a better informed, tailored, and localised response.@en
