Using two Rijkswaterstaat-projects as a case study, the research question seeks to enhance the use of the two-phase delivery model in mitigating current procurement issues. The main question of this research is: How can the two-phase delivery model be enhanced to address the prevalent issues in the procurement of construction projects? By evaluating the effects of the two-phase delivery method on (procurement) challenges, recommendations for the improvement of the application at Rijkswaterstaat are given.
